About the Executive Bureau

 

The Executive Bureau operates as a Gulf organization under the umbrella of the General Secretariat of the Gulf Cooperation Council (GCC), dedicated to cooperation and integration among the member states in the fields of labor and social development. It achieves this by sharing policies and successful experiences, conducting research and analyzing social and labor policies, managing projects, establishing strategic partnerships, and representing member states in regional and international forums.

 

The establishment of the Executive Bureau followed the creation of the Council of Ministers of Labor and Social Affairs of the GCC, based on a decision issued by the GCC Ministers of Labor and Social Affairs at the founding conference held in Manama in 1978. The council’s establishment reflected the awareness of these states and their recognition of the critical historical phase the region was undergoing, along with the challenges it faced. These challenges were evident in various societal issues, particularly labor and social affairs, which are closely linked to human development and welfare, as humans are both the means and the goal of national development and prosperity.

 

At its session held in Doha in January 1979, the Council approved its statute and the regulations governing the work of the Committee of Undersecretaries and the Executive Bureau.
Ministers of Labor and Ministers of Social Affairs hold annual regular meetings within the ministerial committees of the GCC to address labor and social issues of common interest and explore various aspects of cooperation, coordination, and desired integration.
